It is actually very simple. Something like that:
<select name="archives" onchange="javascript: if (this.value != '') document.location.href = this.value;">
<option value="">Archives</option>
<BloggerArchives>
<option value="<$BlogArchiveURL$>"><$BlogArchiveName$></option>
</BloggerArchives>
</select>
